The
Chairperson of the African Union Commission (AUC), H.E. Moussa Faki Mahamat, has appointed Mr. Gali Massa Harou to serve as Acting Clerk of the Pan-African Parliament (PAP), with
effect from 1 April 2022.
The
appointment follows the retirement of former Clerk Mr. Vipya Harawa on 31 March 2022. In his letter, the Chairperson
of the AUC describes the temporary appointment of Mr. Harou as an administrative measure to ensure business
continuity, effective administrative stability, and leadership of the PAP Secretariat.
H.E. Mahamat made the appointment
in his capacity as the legal Representative of the African Union (AU), in the
absence of the Bureau of the PAP, dissolved in May 2021. Mr. Harou will therefore assume the position of Acting Clerk during
the period leading to and following the election of the Bureau of the PAP, and
until the recruitment of a substantive Clerk.
Mr. Harou has been the Deputy
Clerk in charge of Legislative Business and Conferences since April 2017.
