The President of the Pan-African Parliament
(PAP), H.E. Chief Fortune Charumbira, on Monday commenced a
three-day bilateral visit to the National Assembly of the Republic of
Mozambique. The visit runs from 25 to 28 August 2025.
This
visit forms part of a broader outreach initiative launched by the PAP President
in the wake of the Fifth Ordinary Session of the Sixth Parliament, aimed at
intensifying legislative coordination and harmonization across African Union
Member States. By engaging with national legislatures, the PAP seeks to ensure
that continental parliamentary frameworks are effectively aligned with those of
individual nations, fostering policy coherence and integration.
Previously,
PAP President Charumbira completed a similar official visit to the National
Assembly of Angola from 13 to 16 August 2025, during which he met
with H.E. João Lourenço, President of Angola and Chairperson of the
African Union. Their discussions focused on reinforcing the PAP’s instrumental
role in promoting unity and addressing the needs of African citizens .
The
Mozambique visit also draws its mandate from Article 11(7) of the PAP
Protocol, which explicitly obliges the institution to “promote the coordination
and harmonization of policies, measures, programs, and activities of the
Regional Economic Communities and the parliamentary forums of Africa.” This
legal foundation underscores the strategic importance of the ongoing initiative.
According
to reports in MZ News, Chief Charumbira’s visit
responds to an invitation from the Speaker of Mozambique’s National Assembly,
Margarida Talapa. As part of the visit’s agenda, the PAP President is expected
to hold a courtesy meeting with the Mozambican Head of State, Daniel
Chapo, and participate in a wreath‑laying ceremony at the Monument to the
National Heroes.
Beyond
Diplomacy to Continental Unity

PAP President Charumbira’s recent Angola mission and reflects a sustained
effort to embed parliamentary diplomacy as a tool for continental unity and
integration.

Aligning Legislatures: By promoting legal and
policy harmonization, the PAP aims to streamline legislative frameworks across
AU member states, crucial for the success of overarching regional agendas like
Agenda 2063 and the AfCFTA.
· Symbolic and Diplomatic Engagements: The inclusion of ceremonial events like the wreath-laying, highlights the symbolic weight placed on parliamentary and state-level solidarity.
