Pan-African Parliament’s November 2024 Resolutions: Advancing Governance, Inclusion, and Continental Progress

The resolutions adopted by the Pan-African Parliament (PAP) during its Fourth Ordinary Session of the Sixth Parliament, held from November 4 to 17, 2024, represent a critical step in strengthening continental governance, advancing socio-economic development, and fostering peace and security in Africa. These resolutions highlight the Parliament's commitment to addressing pressing challenges across various sectors while aligning with the African Union’s broader objectives.

1. Strengthening Institutional Frameworks and Governance

One of the key resolutions focused on aligning the Pan-African Parliament’s (PAP) Rules of Procedure with African Union (AU) Protocols. This alignment addressed provisions in the suspended Rules of Procedure that were identified as violating the Protocol and were subsequently nullified and removed by directive of the Executive Council. By eliminating these inconsistencies and ensuring compliance with AU values, the PAP reinforced its role as a legislative body committed to promoting good governance, accountability, and adherence to democratic principles. This critical step enhances coherence in continental legislative processes, reinforces principles like geographical rotation in leadership roles, which supports equitable representation across the continent and strengthens the PAP’s capacity to uphold human rights and advance the African Union’s overarching objectives.

The Resolution took notice of the fact that the provisions identified by the Office of the Legal Counsel as violating the PAP Protocol and suspended by the Executive Council are nullified and are no longer part of the PAP's Rules of Procedure.

 

2. Promoting Peace, Security, and Human Rights

The resolution on peace and security underscores the need for coordinated efforts to address terrorism, insurgency, and violent conflicts in Africa. By advocating for collaboration with AU bodies and national institutions, the PAP seeks to enhance governance, democratic practices, and human rights. 3. Empowering Marginalized Communities

Resolutions addressing the rights of vulnerable groups—such as children, older persons, and individuals with disabilities—highlight the PAP's commitment to inclusivity. 6. Addressing Statelessness and Migration

The PAP’s endorsement of draft model laws on the right to nationality and labor migration marks a significant step toward addressing statelessness and improving the rights of migrant workers. 7. Global Advocacy and Strategic Participation

The resolution on participation in the United Nations Summit for the Future underscores the PAP’s role in representing African interests on the global stage. 8. Solidarity with Palestine

The declaration on solidarity with Palestine exemplifies PAP's alignment with AU’s principles of human rights and anti-colonialism. Condemning violations of international law and advocating for an immediate ceasefire in Gaza demonstrate Africa's commitment to global justice and humanitarianism
